Extrait rapport de la Chambre Régionale des Comptes en 2010 sur la gestion de la ville avant 2008 :

• “La ville de Metz, dont le taux d’équipement demeure parmi les plus modestes de sa catégorie, est aujourd’hui confrontée à la nécessité d’accroître de manière sensible sa capacité d’investissement«

• “La ville de Metz est restée longtemps marquée par le relatif archaïsme de la ges- tion de ses services municipaux, caractéristique qui obère aujourd’hui sa capacité à affronter les enjeux de la nouvelle organisation qui se met en place. Les défauts or- ganisationnels conjugués à l’inadaptation des modalités de gestion ont aussi conduit la chambre à relever des distorsions significatives, tant dans la conduite des affaires communales que dans l’exécution de ses missions«

• ”Faible taux de réalisation des investissements devrait être corrigé, dès lors que la commune sera en mesure de relancer les investissements, désormais indispensables à la mise en sécurité ou à la rénovation d’équipements communaux”

Commentaires :

• Le rapport met l’accent sur le faible taux de réalisation des investissements à Metz (inférieur à 50 %). Dés 2009, nous avons porté ce taux à plus de 70 %.

• Le rapport soulignait les trop faibles dépenses d’équipements, nettement inférieures à celles de la strate. Nous avons dès 2009 porté les dépenses à 43,8 M€ en moyenne annuelle. C’est 20 % de plus que la moyenne 2001-2008.
